The formation of the protem committee for a MAFREL society represented an official departure from the past practice of running MAFREL from a small circle of directors (only 3 at the time of this report) who are associated to the MAFREL Sdn Bhd. From now on (actually Feb 22nd) MAFREL will be run by the MAFEL Protem Committee consisting of 6 Excos from different states(Selangor, Penang, Perak, Kelantan, Terengganu,Pahang), Exco members from the rest of the attendants of the inaugural meeting of the Protem-Committee, Coordinators of a number of Technical Committees and others to be appointed into the committee. The Committee will meet at 2 months interval, to be headed by Tuan Syed Ibrahim, also the Acting Chairman of the MAFREL Sdn bhd. Mafrel Sdn Bhd will continue to perhaps become an arm of MAFREL society.
The meeting discuss about the membership of the new society where the prevailing opinions were to expand the membership of MAFREL the society to all states of the country. In order to maximise the participation of observers MAFREL will invite all other NGOs interested in election observation to form a national working group on election observation so as to achieve the highest possible participation of observers such as achieved in our regional neighbors. In these countries over 100 000 citizens from all walks of life and numerous civil society groups are mobilised to ensure free and fair elections.
There will be a number of technical committees set up to increase MAFREL’s capacities eg in nationally standardised training, voters’ education, fundraising, conducting exit polls, registering MAFREL the society etc.
In line with the decentralisation of MAFREL the initiative to hold election observation mission will be left in the hands of the state coordinators, who can call upon assistance from the Regional MAFREL and MAFREL HQ.
