MAFREL-Northern Region held a meeting this afternoon to discussed about the preparation for the 2 by-elections in the northern region. 3 reps from Kedah came and the preparation was thus focused on the Kedah by-election. The meeting attended by 20+ members decied to support the by-election observation in 3 ways: training, financial support and human power.

Training wise Mafrel-NR will produce a standard module for training of the observers, the 1st of which is scheduled on Mar 21st, 3.oopm, at Sg JIM office. Since there are 22 polling stations in Bkt Selambau there should be at least 44 volunteers to enable 2 to keep each polling station/school under monitoring. A group of experienced lecturer will prepare the streamlined training module using Mafrel’s long accumulated material.

Funding wise there are plans to raise fund by doing some fundraiser projects eg printing t-sirts for mafrel’s supporters.

Human power wise there were over 10 attendants who volunteered to be observer on Apr 7th by-election. More will be recruited and trained before the poll. Among the 10 who volunteered to be observers on Polling day some even also volunteered to be at the nomination day as observers. JIM Sg Petani has offered, through Faisal who was present, their office as the Operation Centre. He was so enthusiastic that he even offered to house f/time volunteers at the ops centre! The 3 kedah reps agreed to form a committee to kick start the Bkt Selambau observation mission, with Mar 21st set as the date to decide who was to become the local Coordinator for the mission.

The fallout from the BN’s attempted takeover of the Perak State Government continue to rattle the Perakians-and now also the 2 MB’s, as reported by a local web site http://www.themalaysianinsider.com

Does Zambry or Nizar get the MB’s pay?

IPOH, Feb 28 — The Perak Public Accounts Committee (PAC) will open investigations to determine whether the salaries and perks should be paid to the Barisan Nasional menteri besar and executive councilors or those from the Pakatan Rakyat.

In a show down with the BN appointed state government the Speaker of Perak State Assembly has issued a notice to all State Assemblypersons in Perak-bar the 7 BN `Excos’ suspended and 3 considered to have resigned, to hold an emergency seating to dissolve the State Assembly. With the 10 Assemblypersons barred from the Assembly the motion to dissolve the Assembly would command enough vote to be passed and this will throw a challenge to the Sultan who had earlier refused to dissolve the Assembly when requested by MB Nizar.

UPDATE: Observers should prepare for the eventuality of the dissolution of the Perak State Assembly -which would be a big job for observation! But that is a near possiblity now!

Zambry the BN MB alleged that the defected Assemblywomen Hee Yit Fong had become such a hated figure in Perak that she faces `life threatening\’ dissent! What he didn’t clarified was whether it was threatening her political life -as Assemblywomen and Deputy Speaker, or her physical life. In any case he was speaking in the context of asking the Perakians to give Hee a chance to serve. It is significant that the BN MB didn’t say that asking the Perakians is best done by submitting the issue to a public vote-in an state wide election!

There are now 4 possible by-elections in Malaysia: Bkt Selambau, Bkt Gantang, Batang Ai and Pensiangan. Could they be decided by the EC/SPR to run concurrently?

The election in Batang Ai is confirmed by EC-and the date would be out in a day or 2. The Assemblyman dies before 3 years of office is up-so it is mandatory for a by-election to be held. There is no room for change. However given the exceptionally ample time in the run up to the by-elections in the 2 bukits the EC can choose to run this by-election together with the first 2, to fulfil whatever objectives it may see fit. For one the simultaneous running of the by-elections would advantage BN as the Sabah & Sarawak by-elections would be run by its component parties in the states there-whereas for PR the campaigns would be run by the same party ie PKR, thus stretching thin the party’s attention and resources.

The decision is in our hand if the citizens choose to play an active role to determine the future direction of the country. The coming 2 by-elections will test our observers’ preparedness to perform our non-partisan duty to ensure free and fair elections. Please put aside all appointments to come to this preparation meeting. Despite the distance of the 2 constituencies let’s prove that we can do a good job putting the election operations under the closest possible scrutnies and make the process as transparent as possible.

By-elections are popping up everywhere in Malaysia-other than reminding the parties to preempt these by selecting healthier and younger candidates in the future there is also a reminder to observers to get prepared all over the country. There should be streamlined procedure to conduct the observation in terms of training, voters’ education, dealing with authorities etc. Let’s see how we can deliver an effective observation team here:
